MSME Registration: Classification & Criteria Explained

Understand exactly what qualifies as Micro, Small, or Medium in India

"MSME" stands for Micro, Small, and Medium Enterprises — the classification the Government of India uses to define smaller businesses eligible for dedicated support, credit schemes, and procurement preferences. This page explains exactly how that classification works and where it connects to Udyam Registration, the system you actually register through.

MSME vs. Udyam — What's the Difference?

There is no difference in substance — only in terminology and process. MSME is the category of business (Micro, Small, or Medium). Udyam Registration is the current official government process (since 1 July 2020) through which a business formally registers itself as an MSME and receives a Udyam Registration Number and certificate. Before 2020, this was done via Udyog Aadhaar Memorandum (UAM); that system has been fully replaced.

MSME Classification Criteria (Current)

Since the 2020 revision, classification uses two composite criteria — investment in plant & machinery/equipment, and annual turnover — applied identically to both manufacturing and service enterprises. A business must satisfy both limits for a given category to be classified there.

Enterprise Type Investment in Plant & Machinery/Equipment Annual Turnover
Micro EnterpriseUp to ₹1 CroreUp to ₹5 Crore
Small EnterpriseUp to ₹10 CroreUp to ₹50 Crore
Medium EnterpriseUp to ₹50 CroreUp to ₹250 Crore

Figures reflect the classification criteria applicable to both manufacturing and service sector enterprises uniformly. Always verify current limits on the official government portal, as thresholds are subject to periodic revision.

Why Classification Matters

Your MSME category isn't just a label — it directly determines which scheme benefits, loan guarantee limits, and procurement preferences apply to your business. A Micro enterprise, for example, may access certain subsidy caps or interest concessions that differ from those available to a Medium enterprise. This is why keeping your turnover and investment figures updated on your Udyam profile matters: outdated figures can misclassify your business and cause you to miss benefits you're actually entitled to, or mistakenly claim ones you're not.

How to Actually Register as an MSME

Registration itself happens through the Udyam Registration system. If you haven't registered yet, see our full Udyam Registration guide for eligibility, required documents, and the step-by-step process. Frequently Asked Questions

No — "MSME Registration" is the general term; "Udyam Registration" is the specific official system used to register as an MSME since July 2020, replacing the older Udyog Aadhaar Memorandum (UAM) system.

Before July 2020, businesses registered as an MSME via Udyog Aadhaar Memorandum (UAM) or the older EM-I/EM-II system. All of these have been phased out in favour of Udyam.

The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, sets and periodically revises the investment and turnover thresholds under the MSME Development Act, 2006.

No — classification is strictly based on the investment and turnover thresholds. A business exceeding the Medium enterprise limits does not qualify as an MSME regardless of other factors.

Yes. Since 2020, the same investment and turnover criteria apply uniformly to both manufacturing and service enterprises — there is no longer a separate, lower threshold for services.

Your enterprise would no longer classify as an MSME. Existing Udyam-registered businesses that outgrow the Medium limit typically continue receiving certain benefits for a transition period as per government notification, but should keep their Udyam profile updated to reflect this.
